Watertown Whackers Constitution
We the people of the Watertown Whackers Fantasy Football League hereby adhere to the following rules and regulations outlined in this here Constitution. The Constitution of the Watertown Whackers Fantasy Football League shall govern all league activities.
Section 1: Draft
Format: Draft type is a traditional Snake draft. The draft will consist of 14 rounds with 12 selections in each round. The draft will be an offline – live draft.
Date and Location: The draft will be a 1 day event with both date and location to be voted on by the members of the league. The decided location is to keep it central switching from Watertown and Sioux Falls. This can vary from year to year though with the option of a destination draft on certain years. For individuals unable to attend the live draft, they are required to draft online with the necessary accommodations to make their draft selections.
Trading Picks: Draft picks will be allowed to be traded for other draft picks or players that have already been drafted. All trades must have an equal number of picks or players.
Rule Changes: League members are allowed to propose rule changes (i.e. scoring, payouts, etc.) prior to the draft each year to be voted on by all members with majority votes needed to pass.
Section 2: Scoring
Points System: The league scoring shall be governed by the following points system. Points will be calculated on a fractional basis. No negative points are currently allowed in the Watertown Whackers league.
1) Passing
- Passing Touchdown: 6 points
- Passing Yards: 50 yards = 1 point
- 300+ Passing Yards = 3 points
2) Rushing
- Rushing Touchdown: 6 points
- Rushing Yards: 10 yards = 1 point
- 150+ Rushing Yards = 3 points
3) Receiving
- Receiving Touchdown: 6 points
- Receptions: 1 reception = .5 points
- Receiving Yards: 10 yards = 1 point
- 150+ Receiving Yards = 3 points
4) Kicking
- Field Goals Made Total Yards: 10 yards per point (i.e. 43 yard fg = 4.3 points)
- Point After Attempts Made: 1 point
5) Defense/Special Teams
- 0 Points Allowed: 10 points
- 1-6 Points Allowed: 7 points
- 7-13 Points Allowed: 4 points
- 14-20 Points Allowed: 1 point
- Sack: 1 point
- Interception: 2 points
- Fumble Recovery: 2 points
- Touchdown: 6 points
- Safety: 2 points
- Block Kick: 2 points
- Kickoff and Punt Return Touchdowns (team): 6 points
- Extra Point Returned: 2 points
6) Miscellaneous
- 2-Point Conversions: 2 points
- Offensive Fumble Return for Touchdown: 6 points
- Kickoff and Punt Return Touchdowns (player): 6 points
Section 3: Roster
Roster: Each team will consist of 14 roster spots. Of those 14 roster spots, active players will make up 9 of the 14 spots and bench players will take up 5 of the 14 spots. The 9 active players will be required to include 1 quarterback, 2 wide receivers, 2 running backs, 1 partial-flex position (tight end or wide receiver), 1 full-flex position (running back, tight end, wide receiver), 1 kicker, and 1 defense. There are no position restrictions for benched players. We also have two IR spots that can be used based on Yahoo’s injury designation of “O” or “IR”. As it stands currently, there is no penalty if a player sits in the IR spot who has moved from “Out” to “Active”.

Section 4: Transactions
Trading: There is no limit to the amount of trades a team can make. Each trade and waiver wire pickup incurs a $1 transaction fee. Trades will not be reviewed by league members prior to execution. Teams may only trade players and draft picks(no future picks). Any trades that are made up of anything else is prohibited. If a trade is deemed suspicious, it may be reviewed by the commissioner and vice commissioner to determine if a league vote is required to nullify the trade.
Trade Deadline: Day before last week of season (Thursday of Week 14)
Waivers: The waiver system used will be the FAAB (Free Agent Acquisition Budgets) with weekly rolling standings as the tie breaker. Each manager is given a budget to bid on unclaimed players that are in waivers. Each team will start the season with a $100 budget. Bids are blind, so other managers can’t see what your bid is. Highest bid at the end of the waiver period wins the player. The winning bid is removed from that manager’s budget. The waiver period will be 1 day starting at game time and ending Tuesday night or Wednesday morning.
Section 5: Regular Season Games
Weekly Games: Weeks 1-14 will include head-to-head matchups each week between the 12 teams. The winner of each matchup will be determined by total points scored.
Section 6: Post Season
When: The playoffs will be played though weeks 15-17 with the 17th week being the championship game.
Format: The playoffs will consist of 6 teams. The top 5 teams from the regular season will advance to the post season, based on record and points. The 6 seed is based on ONLY points. Seeding will be based on the regular season standings determined by yahoo, with the exception of the 6 seed. The 1 and 2 seeds will receive first round byes.
Tiebreaker: In the event of a tie during the playoffs, the best regular season record vs opponent wins.
Losers Bracket: Non-playoff qualifying teams will compete in the “Sacko Bowl”. 11 and 12 seeds will receive a first round “bye”, resulting in a first-round matchup in Week 15 between 7 vs. 10 and 8 vs. 9. Losers of the first round will then compete with 11 and 12 seeds to continue Weeks 16 and 17 to determine last place or “Sacko Bowl” winner. More information noted in Section 9 on punishments.
Section 7: League Dues and Draft Night Expenses
League Entry Fee: The buy in to enter the league is $300 per team. Total fees collected by the league at the beginning of each season will be $3,600. Transaction fees will be collected and added to the draft night expense fund.
Draft Night Expenses: Expenses that are deemed necessary for drafting/league purposes (i.e. draft board, trophy engraving, etc.) will be taken care of by the transaction fees from the prior year. Any additional fees that aren’t used for draft night will rollover to the following draft night party.
Section 8: Payout
The following payouts will be awarded at the conclusion of the season.

Section 9: Punishments
The following punishments are currently in place. Failure to complete your punishment is currently under review.
Last Place Regular Season: Regular season last place finisher is required to spin the wheel to determine which punishment they shall complete. The list of wheel punishments is to be updated and voted on each year, prior to the draft. Wheel spin will commence at the draft.
Sacko Bowl Winner (loser): Sacko Bowl winner (aka post-season loser) is required to be the beer bitch at upcoming draft, wear the “I Suck at Fantasy Football” shirt during draft and required to retire their current FF name. Names cannot be changed to avoid a preferred name from being retired.
Section 10: Trophy
The previous year’s champion is required to update the engraving of the current champion (expense will be paid out of the league bank). They are also responsible for delivering the trophy to the winner at the next year’s draft. If the holder of the trophy is not in attendance, they are required to ship the trophy with expense incurred by them.
Example: Brady won in ’23, Brett won in ’24. Brady is responsible for updating the engraving for Brett and delivering it to the ’25 draft.
Section 11: Future Changes and Additions to the Constitution
Amendments: An amendment to this Constitution may be made at any time by the commissioner and vice commissioner. Any material changes to the constitution shall be voted on by the league members.
